Operations Department Coordinator
Department: Operations
Reports To: Managing Partner
Supervises: Student Intern and leads office admin assignments
Pay Grade: Full-time with benefits
JTS Manage Services, a Seattle base multi-disciplinary construction management firm, seeks motivated, bright and articulate person to provide project coordination and administrative support for its Operations Department.
Purpose: Provides daily office administrative support for the entire company, working closely with the Managing Partner, Business Coordinator, Contracts Administrator, and Staff Accountant to ensure all communications and processes completed accurately, efficiently and in a timely manner.
Duties:
Human Resources
- Assist Managing Partner or Business Coordinator with firm recruiting efforts by coordinating ad placement, screening applicants, scheduling and conducting preliminary interviews and follow up writing exams
- Conduct all new hire orientation
- Prepare review staff time – sheets and maintain HR files for all employees
- Coordinate and educate on benefits programs:
General Support
- Assist Managing Partner and Departments in maintaining company calendar, correspondence, other tasks as necessary
- Assist marketing team with report submittals, research, project implementation, technology issues
- Coordinates closely with Information Technology administrator
- Maintain resource files with contact information and samples form current and prospective vendors
Finance – as needed
- Assist staff accountant
- Enter accounts payable data into database
- Prepare accounts receivable, include billing, recording deposits, and resolving vendor billing questions
Other duties as assigned and special duties for clients.
Desired Qualifications
- BA or BS – Not mandatory. Substitute work experience in Business, Finance, or related field; or at least three years equivalent experience, preferably in a engineering or construction management consulting business environment
- Three years experience in bookkeeping, administration and executive support
- Working knowledge of MS Office, QuickBooks
- Demonstrated computer savvy
- Demonstrated organizational and time management skills
- Excellence in oral and written communications

Senior Contract Administrator/Office Manager
Overview:
JTS is seeking an experienced professional with a strong administrative background. This important position requires a motivated and professional individual to work in our client’s on-site construction office for an ongoing large scale public works project. Overall, the Contract Administrator will be responsible for all administrative duties related to the construction project. Including pre-bid and post-bid documents, subcontracts, P.O., change orders, tracking all paper flow and providing support for the construction manager.
Also, included are Office Manager responsibilities. You will be responsible for front office activities, receptionist, mail, office purchasing requests and facilities. Directing and coordinating office services and related activities, including developing and supervising programs for the maximum utilization of services and equipment.
Status: Full Time, Employee Career Level: Administrative Relevant Work Experience: 3-5 Years Experience preferred
Competency in Primevera/Expedition, Word, Excel, Access, filing and document controls systems is a must. Construction knowledge, and an understanding of the language of construction and engineering is highly recommended. Former employment as a construction administrative assistance is required. An ability to work with minimum supervision, a self starter, with confidence and a willingness to learn, are all parts of who we are looking for.
Qualifications:
- High School Diploma or GED. Some college preferred.
- At least two years of senior administrative duties and office management, including familiarity with construction industry, public works arena a plus.

Duties And Responsibilities:
- Prepares bid schedules and bids pending list on a weekly basis for weekly meetings; distributes to appropriate office and vendor personnel.
- Prepares proposal correspondence/ prepares general correspondence/ makes appropriate distribution.
- Sets up folders from information submitted by construction manager; enters information into Access database.
- Prepares and maintains master contract and files for all projects.
- Prepares, reviews, and forwards purchase orders, subcontracts and change orders for projects from information provided by construction manager and field personnel to full execution. (signed by both parties.)
- Updates and distributes job write-ups and addenda to various departments.
- Coordinate job setup with construction manager/field personnel/subcontractors: Preconstruction meeting, permits, certified payroll, DAS 140 Form, OCIP, etc.
- Processes contracts and change orders received from GC/Owner/Client.
- Maintains Master Subcontract file: send out Master Subcontract Agreement to new subcontractors, update Master Agreement Log, follow up with changes/revisions with insurance company and chief Construction Manager.
- Files all contract information.
- Obtains and monitors certificates of insurance for projects; files in binders.
- Handles phone calls and take messages as needed; stays informed as to respective Construction manager schedule to provide efficient information for incoming calls. (Nextel cell phone)
- Maintains liaison between, clients, subcontractors and supplies.
- Updates all job list and post on the internal website.
- Orders plans from private and public clients

- Maintain and keep the copy machines and fax machines in working order
- Records & updates Access weekly various reports.
- Assists Construction Manager with organizing customer relations functions; follow up with RSVP’s, reservations and check requests.
- Manages the reception area to ensure effective telephone and mail communications both internally and externally to maintain professional image.
- Supervises and coordinates overall administrative activities for the office.
- Supervises the maintenance and alteration of office areas and equipment, as well as layout, arrangement and housekeeping of office facilities.
- Negotiates the purchase of office supplies and furniture, office equipment, etc., for the entire staff in accordance with company purchasing policies and budgetary restrictions.
- Supervises the maintenance of office equipment, including copier, fax machine, etc.
- Responsible for the facilities day-to-day operations
- Participates, as needed, in special department projects.

Senior Scheduler
Overview:
We are seeking an experienced Senior Scheduler to provide support project work for future projects. This position will be responsible for providing scheduling and claims support and will assist in the assessment of current project schedule milestones.
Qualifications:
Candidate must have a BS degree in Engineering, Architecture, Building/Construction Management or related field with 10+ plus years scheduling experience on transportation projects (rail) and a strong background in advanced conceptualized scheduling systems including Primavera Project Planner, SureTrak and MS Project.
Must have experience developing construction schedules for the design-build phase of the projects, and cost control experience on transportation capital project development desirable. Candidate must have knowledge of critical path method of scheduling for medium and large infrastructure projects, and the ability to analyze schedules to determine duration and logic issues.
Candidate must be proficient at developing detailed resource loaded design and construction schedules, and preparing progress/status reports and performance of earned value analysis. Candidate must have experience with claims prevention and analysis techniques and able to conduct constructability reviews for varying construction method/techniques during design or construction. Strong written and oral communication skills required.

Project Controls Specialist
JTS Manage Services a construction management and project controls consulting firm, is seeking an experienced Project Controls Specialist to provide support project work for future projects. The Project Control Specialist (PCS) serves as a technical and team member for all mission critical project control functions. This includes the integration of the Project Control System with project management to track the schedule and budget of projects. The position requires a broad technical knowledge of project control and design, and integration with project management and it requires strong interpersonal and negotiating skills. This position will be responsible for providing scheduling support and will assist in the assessment of current project schedule milestones.
Responsibilities:

- Develop cost loaded Critical Path Method (CPM) schedules and provide cash-flow analysis reports using Primavera Project Planner (P3) for capital projects.
- Perform cost and schedule 'what if' analysis; prepare and effectively communicate corrective, mitigating or improvement actions for Capital Projects as required.
- Perform comprehensive project cost forecasting for assigned projects.
- Develop custom reports and analysis of competing capital and operating projects with respect to project control functions.
- Participate in the implementation and coordination of the projects Project Control System with project management for capital and operating projects.
- Perform essential project control activities for assigned projects or programs, including development and/or implementation systems to manage scope, schedule, costs, risk, resources, consultants/contractors, contracts, and communication. May oversee contract and assure contract compliance on assigned projects.
- Coordinate the work of consultant staff regarding detailed project control functions.
Requirements:
- Bachelor's degree in engineering, construction management, business administration, or closely related field.
- 5+ years of experience in project controls for large/complex capital projects.
- Five years of demonstrated ability utilizing Primavera project management (P3) to develop, update, and perform advanced analysis of CPM schedules for complex projects.
- Excellent computer systems skills with working knowledge of computer relational databases, computer estimating systems and budget control monitoring techniques.
- Full proficiency in project management techniques and principles, and ability to perform comprehensive project forecasting is required.
- Ability to analyze and review financing plans and related budgetary information to determine the impact on a project is required.
- Ability to analyze and synthesize information in a concise manner and to make recommendations on strategies to resolve policy and political issues is required.
- Strong oral and written communications skills and the ability to apply appropriate communication techniques.
- Demonstrated ability to use professional management and/or technical concepts to solve complex problems and manage projects in creative and effective ways is required.

Senior Estimators
We have an immediate openings for Senior Estimators to provide estimating support on rail projects in the Pacific Northwest.
Qualifactions & Experience
Candidates will be responsible for providing estimating support for both design and construction. The successful candidate must be able to:
- evaluate vendor quotes bid information, and change orders
- interact with clients and upper level management
- prepare conceptual and comparative cost study estimates from preliminary sketches
- prepare detailed breakdown of components and elements of estimates for systems and subsystems
Candidate must have experience with accumulating, evaluating and documenting historical cost data for the development of future estimates and preparing final engineer estimates for the client as well as reviewing contract documents and modifications to determine scope of work and equitable cost allowance for scope changes.
Position requires a BS in engineering or construction-related degree and 10+ years estimating similar capital transit projects. Utility estimating experience and familiarity with FTA requirements and local construction environment in the Northwest is a must. Candidates must be proficient with industry- standard estimating software packages including Success, and/or Timberline, MC2, MCASES and spreadsheet software, and electronic quantity take-off tools a must.
Candidate must be able to demonstrate excellent verbal and written communications skills.
