North Link Final Civil and Architectural Design

This contract is to perform final design for 5.29 miles of double-track Light Rail Transit (LRT) line and stations between the University of Washington interim terminal station and the Northgate Station, with approximately 20 cross-passages. The project includes 16,340 feet of bored tunnels, two cut-and-cover stations, 1100 feet of retained cuts, a potential 600 foot cut-and-cover tunnel, 1100 feet of retained fill, 2200 feet of aerial guideway, and one elevated station at Northgate.

Role:

JTS is providing contract administration, document control and diversity management services.

Interbay Pump Station Upgrade

The Interbay Pump Station Project will increase the capacity of the pump station from approximately 122 millions of gallons per day (mgd) to 133 mgd. The project involves removing and replacing three raw sewage pumps and other mechanical upgrades; making structural modifications to existing structure; construction of a new generator building and accompanying HVAC work.

Role:

JTS is providing document control and contract administration.

University Link Light Rail Extension and Tunnel Construction Management

This project is a joint venture consisting of CH2MHill and Jacobs Engineering, providing construction management for the University Link, a 3.15 mile light rail extension that will run in twin-bored tunnels from Downtown Seattle north to the University of Washington, with stations at Capitol Hill and on the University of Washington campus near Husky Stadium.

University Link will serve the three largest urban centers in the state of Washington – Downtown Seattle, Capitol Hill and the University District. By 2030, the University Link line alone is projected to add 70,000 boardings a day to the light rail system. Construction began in 2009, and is expected to open for service in 2016.

Role:

JTS is providing a team of document control specialists for the entire construction contract. They are performing document control and document control system guidance concurrent with implementation and design.

Project:
City of Seattle Combined Sewer Overflow (CSO) Program Management Services

City of Seattle Public Utilities (SPU)

The City of Seattle owns and operates a combined sewer system that overflows during heavy rain events. These combined sewer overflows (CSOs) can contribute pollutants to surrounding water bodies, potentially impacting their quality and uses. Over the last 40 years, the City and the County through each agency's CSO reduction programs have successfully reduced CSO volume into surrounding receiving waters by approximately 20 billion gallons. However, there is still work to be done to control the remaining CSOs, and the final reduction in CSO volume is the most challenging.

Over the next 10-15 years, the City will work in partnership with King County, the Washington State Department of Ecology, and the Environmental Protection Agency to address the remaining and most challenging CSOs. This contract provides project control and program management for the CSO reduction program.

Role:

JTS is providing document control, project controls and data entry for Phase II of the Combined Sewer Overflow (CSO) Program Management Services project for Seattle Public Utilities. The JTS scope includes document control system administration, i.e., pre-system rollout training for staff and systems support, and data entry and QA/QC throughout the project's duration. JTS will assist in updating and developing additional features as the document control system evolves through design, construction and operations.

Street, Sidewalk and Trail Improvement Projects

City of Seattle Department of
Transportation (SDOT)

This project consisted of four areas where improvements
were being made throughout the City of Seattle. The projects consisted of sidewalk, curb and gutter demolition and replacement, asphalt removal and replacement, trail tie-ins, installation of handicapped ramps, catch basin protection and development of new catch basins, and construction of new trail as an addition to the Burke-Gilman Trail in two different Seattle neighborhoods. Followed reporting procedures of Seattle Department of Transportation and the WSDOT Local Agency Guideline manual (LAG).

Role:

JTS provided construction management, resident engineering, construction administration and document control for this contract that consisted of four projects.

University Link Light Rail and Tunnel Design

A joint venture consisting of the firms of Jacobs Associates, HNTB, and Earth Tech (now AECOM), providing civil engineering and architectural final design for 3.15 miles of in-tunnel light rail double-track line between the Pine Street Stub Tunnel in downtown Seattle and the University of Washington Station.

Role:

JTS Manage Services serves as sub-consultant to NTP, maintaining document controls system for the entire project, providing project control administration and estimating.

Sound Transit Residential Sound Insulation Program (RSIP), Seattle WA

The Residential Sound Insulation Program (RSIP) provided architectural, engineering, and construction management services to provide noise mitigation service for 150 residential buildings along the Link Light Rail alignment in the Rainier Valley in south Seattle

Role:

JTS provided construction management services on this design-spec-build contract. JTS coordinated with a team of architects, engineers and the construction manager to ensure project quality controls. JTS' services included providing a noise mitigation specialist and construction inspectors to manage building upgrades. Deliverables included daily inspection reports, monitoring of cost expenditures and preparation of Schedule of Values. Office procedures included monitoring, identifying, and documenting contractor submittals, statements of probable costs, bid evaluations, field inspections, and construction close-out documents and processes

Port of Seattle On-Call Construction Management Services

International Airport, WA

JTS successfully fulfilled an on-call service agreement for the Port of Seattle as prime consultant providing construction management services while overseeing small airport capital improvements during the expansion of Seattle-Tacoma International Airport. JTS oversaw the SeaTac Airport garage renovation, a tunnel extension for an airline hangar and an upgrade of airport concourses B, C and D.

Role:

Services provided included cost controls, scheduling, inspection; paying vendors, contractor and consultant invoices; preparing, editing, publishing and distributing various documents; providing construction management staff responsible for construction project scoping, permitting, coordination, scheduling, budgeting, contract overview and stakeholder satisfaction; and providing field superintendent staff responsible for daily management of five- to seven-person construction crews, equipment, schedules, materials, labor requirements and conflict resolution.

Town of Concrete Wastewater Treatment Plant Grant Management

This project consisted of construction of a wastewater treatment plant sponsored by the Department of Ecology, the USDA Rural Development Fund, and the Small Cities Discretionary Community Development Block Grant Program (CDBG).  
 

Role:

Grant Management and Claims Review. JTS provided grant management services to ensure prevailing wage labor guidelines were followed. Services included checking the Statements of Intent to Pay Prevailing Wage, weekly payrolls, apprentice certifications, invoices and outlay reports. JTS worked directly with the Town, funding authority and contractor to respond to discrepancies found during the monitoring of the project. JTS also provided change order and potential claims review. Working with the Town, JTS identified potential claim issues and negotiated resolution of those issues.
